Policy Clarification on the Use of Letters of Authorization (LOA) Related to OMVIC-Registered Dealerships

The following message, supported by OMVIC, is sent on behalf of the Ministry of Public and Business Service Delivery and Procurement:
We are writing to inform you of an important clarification regarding the use of Letters of Authorization (LOAs).
Effective June 9, 2025, ServiceOntario will not accept LOAs from individuals conducting vehicle transactions on behalf of OMVIC-registered dealerships.
Dealer Authorization Letter (DAL) Reminders:
All authorized representatives conducting transactions on behalf of a dealership must be listed on the DAL. Please refer to the August 1, 2024, OMVIC bulletin.
The DAL has a 90-day validity period from the date of issue. Dealerships must provide a new, original DAL any time there is a change in information, or every 90 days, whichever occurs first.
Prior to completing any dealership transactions, ServiceOntario staff will verify a representative’s ID, and if an original, valid DAL, and a copy of the signed OMVIC certificate, are on file.
This LOA policy aims to prevent fraudulent vehicle transactions, enhance consumer protection, and protect dealerships from having fraudulent vehicle transactions processed in their name without their knowledge or consent.
