Update on Wholesaler/Exporter Multi-Class Registration

Multi-class registration is now available, and dealers can be registered under the combined Wholesaler and Exporter classification.

Registering for a multi-class classification: 

If you are registered as a Wholesaler, you can now apply to include the Exporter classification under your existing registration, and vice versa, in a single application. This multi-class registration eliminates the need for separate legal entities or branch registrations.

What type of trade can you conduct with this Wholesaler/Exporter Class of registration? 

Dealers registering under the Wholesaler/Exporter class, can:

  • Buy vehicles from the public (as an exporter)
  • Sell vehicles to other Ontario dealerships (as a wholesaler)

However, they are prohibited from selling or leasing vehicles directly to the public in Ontario.

Dealers are not required to obtain separate Registrant Identification Number (RINs) from the Ministry of Transportation (MTO) for this combined class. If a dealer chooses to maintain separate RINs, OMVIC will permit it.

How do transaction fees work under this class?  

Trades between registered dealers are exempt from transaction fees.

If dealers export to other licensed dealers in different jurisdictions, this is deemed a wholesale transaction. Dealers must obtain proof of registration from the buyer at the time of trade. If proof cannot be provided, transaction fees will be applicable for the trade.

If the buyers are not registered or if there is no licensing requirement in their jurisdiction(s), the transaction will be treated as retail, and transaction fees will apply.  

What are the premises requirements for this class?  

Dealers registered under the Wholesaler/Exporter classification must operate from a commercially zoned business location and can select one of the following options as the dealership premises:

  • To rent/lease an office the dealer must provide:
    • Lease agreement
    • Recent property tax bill from the landlord
    • Zoning letter from the city, issued to the legal entity confirming location is commercially zoned
  • To operate from a flexible office location the dealer must provide:
    • Flexible Office Agreement (must include office use)
    • Document verifying the location is zoned commercial Document verifying the location is zoned commercial
