Dealer Bulletin: Important CPD Information for Grandfathered Registrants

To support grandfathered registrants in meeting their Continuing Professional Development (CPD) requirements, OMVIC is sharing key information and reminders about the MVDA Key Elements Course.

This guidance is designed to help ensure timely completion and avoid any delays at renewal. A grandfathered registrant is a dealer or salesperson who became registered before January 1, 2010, and has never completed the updated Certification Course or the MVDA Key Elements Course offered by Georgian College. This includes individuals who completed an older version of the course before 2010, as well as those who registered without having taken any course at all.

What You Need to Do 

  • Register for the MVDA Key Elements Course with Georgian College at least five months before your renewal date. This ensures there is enough time to prepare for the test, successfully pass it, and for Georgian College to mark your test and process your results.
  • Grandfathered registrants will need to successfully pass the MVDA Key Elements test before renewing their registration on or after July 1, 2026.

What You Need to Know – Testing Requirement Changes  

  • Starting January 1, 2026, the minimum passing grade for the MVDA Key Elements test will increase to 80%. All students completing the test on or after this date must meet the 80% requirement, regardless of their registration date.
  • Students who complete the test on or before December 31, 2025, must achieve a minimum grade of 75% to pass.

The course is:

  • Accessible on desktop, mobile, or tablet.
  • Self-paced for your convenience.
  • Registration is completed directly through Georgian College.
  • Course fee: $202.86, payable to Georgian College (note: If you do not pass, you must re-register and pay the fee again).

MVDA Key Elements Course FAQ 

  • Do I have to go to Georgian College to do this?
    No. The MDVA Key Elements course is self-study. You will be sent a physical book upon registration, and a digital copy of the book is available on the Georgian College website.
  • Is it open book?
    Yes, the MVDA Key Elements test is open book.
  • What is the format of the test?
    The MVDA Key Elements test is 60 minutes and consists of 40 multiple choice questions.
    (In comparison, the full OMVIC certification test is 90 minutes and consists of 60 multiple choice questions).
  • What is the cost of the MDVA Key Elements Course though Georgian College?
    The MVDA Key Elements Course is $202.86, payable to Georgian College.
  • How long do I have to take my test after registering?
    You have 12 weeks after registering for the test to complete the assessment and pass the test.
  • If I fail, can I retake the test again?
    Each registration only permits one attempt at the test. If you are unsuccessful in achieving 75% (or 80% starting January 1, 2026) or if you do not complete the test within the allotted 12 week timeframe, you must submit a new registration form and pay the fee again.
  • If I take the MVDA Key Elements Course, do I also need to pay for OMVIC’s in-house CPD and complete that course?
    No, you only pay for the course you are taking. Grandfathered registrants taking the MVDA Key Elements Course will pay Georgian College. Successfully completing the course fulfills the registrant’s CPD requirement until their next renewal.All other registrants completing OMVIC’s in-house CPD will pay OMVIC directly.

How Do I Take the Test?

You can take the test online or in-person at select Service Ontario locations. The in-person locations change throughout the year. As of October 23, 2025, the sites for in-person testing are:

Students are required to show proof of registration and government issued ID, as well as bring their own writing materials. The test duration is 60 minutes maximum. No exceptions will be made.
