Continuing Professional Development Fee Consultation

The Ontario Motor Vehicle Industry Council (OMVIC) is launching a public consultation on a proposed Continuing Professional Development (CPD) fee to support the cost of delivering and maintaining the new CPD program. Input from registered dealers and salespersons is being requested as part of this process.
In July 2024, the Ministry of Public and Business Service Delivery and Procurement made regulatory amendments under the Motor Vehicle Dealers Act, 2002 to require that registrants complete continuing education that the registrar specifies prior to renewing their registration.
The CPD program will launch on April 1, 2026, and is designed to help registrants stay current with regulations, industry trends, and consumer expectations. OMVIC is committed to strengthening professionalism and supporting regulatory compliance in the industry. By introducing CPD, OMVIC aims to enhance consumer confidence in buying from registered dealers and salespersons.
The OMVIC Board of Directors has the authority to set fees if it does so in accordance with the process and criteria set out in the Administrative Agreement between OMVIC and the Minister of Public and Business Service Delivery and Procurement. While OMVIC’s transaction and registration fees are its primary source of operating revenue, the proposed CPD fee is different. The fee has been designed specifically to recover the costs of delivering and administering the CPD program without diverting funds from OMVIC’s operating budget.
OMVIC is proposing a new fee of $99, effective April 1, 2026. This fee will be payable up to 90 days before a registrant’s renewal date, starting with renewal dates on July 1, 2026. Registrants must complete CPD before renewing their registration, annually for dealers and every two years for salespersons.

Next Steps
OMVIC will review all feedback and present a final recommendation to the OMVIC board by November 12, 2025. The final decision and implementation details will be communicated to registrants and stakeholders in early 2026.
