Myth vs. reality: Three car-buying terms you need to know

Buying a vehicle comes with a lot of unfamiliar words and phrases. 

Certified pre-owned (CPO). Safetied. As-is. 

You’ve probably seen them in online listings, heard them from a salesperson, or read about them on social media. The problem is that many of these terms don’t mean what people think they do. 

Making assumptions instead of understanding what these terms actually mean can lead to unexpected costs, disappointment, or buying a vehicle that isn’t right for you. 

Before you buy, here are three common myths, and the reality behind them. 

Certified pre-owned 

Myth: If a vehicle is certified pre-owned, all CPO vehicles meet the same standards and offer the same benefits. 

Reality: Not all certification programs are the same. 

A certified pre-owned (CPO) vehicle is a used vehicle that has been inspected and certified through a vehicle manufacturer’s official CPO program. To qualify, the vehicle must meet specific requirements set by the manufacturer. 

But not all CPO programs are the same. 

Manufacturer CPO programs are brand-specific. This means an authorized dealership can only certify used vehicles from its own brand through that manufacturer’s program. For example, a Kia dealership can certify an eligible used Kia through Kia’s CPO program, but it cannot certify a used vehicle from another manufacturer as a Kia CPO vehicle. 

Each manufacturer sets its own eligibility requirements, inspection standards and CPO benefits, so what’s included can vary from one brand to another. 

Vehicles must meet the manufacturer’s standards. These standards may include limits on age and mileage, and a detailed inspection. These programs may also come with benefits such as an extended warranty, roadside assistance, or special financing. 

Dealerships may also offer their own certification programs. These programs can have different inspection requirements, warranties, and benefits from those offered by a manufacturer. 

Because CPO programs vary, consumers should ask who is providing the certification, what the inspection includes and exactly what warranty or other coverage comes with the vehicle before buying. 

Safety standards certification 

Myth: A safety certificate means the vehicle is in excellent condition. 

Reality: A safety confirms a vehicle met Ontario’s minimum safety standards on the day it was inspected; it isn’t a warranty or guarantee of the vehicle’s overall condition. 

To be safety certified, the vehicle must first pass an inspection at a DriveON vehicle inspection centre, licensed by Ontario’s Ministry of Transportation (MTO).  

The inspection confirms that the vehicle met Ontario’s minimum safety standards minimum safety standards required under Ontario law at the time the certificate was issued. 

A safety doesn’t mean all the vehicle’s parts are new or in perfect condition. It means the vehicle met Ontario’s minimum safety standards at the time of inspection. For example, the brakes and tires may not be new, but they must meet the minimum requirements to pass the safety inspection.  

Imagine this: You buy a used vehicle with a valid safety and assume it’s problem-free.  

A few weeks later, the check engine light comes on. While frustrating, those repairs don’t necessarily mean there was anything wrong with the safety. 

A safety does not guarantee the vehicle’s long-term condition or reliability. 

Before you buy: A safety is only one piece of the picture. Review the vehicle’s maintenance history, get a vehicle history report and, whenever possible, have the vehicle inspected by an independent mechanic. 

As-is 

Myth: An as-is vehicle is ready to drive.  

Reality: Not necessarily. 

An as-is vehicle is sold in its current condition and without a safety. It may need repairs before it can meet Ontario’s minimum safety standards and be legally driven. 

Imagine this: You find an as-is vehicle at a great price and are told it “just needs a little work.” 

That work could be minor, or the repair costs could quickly add up. 

Before you buy: Know what you’re taking on. Consider getting independent inspection to better understand the vehicle’s condition and potential repair costs before you sign. 

The bottom line 

The language used when buying a vehicle matters. 

Certified pre-owned  In Ontario, a certified pre-owned vehicle (CPO) is a used vehicle that has been inspected and certified through a manufacturer’s (such as Ford, Toyota, Subaru, etc.) official CPO program.

To qualify, the vehicle must meet specific standards set by the manufacturer and undergo a comprehensive inspection. Because each manufacturer operates its own CPO program, the eligibility requirements, inspection process, and benefits can vary by brand.   

Safety  A safety means the vehicle met Ontario’s minimum safety standards on the day it was inspected. It does not mean the vehicle is problem-free, and it is not a warranty or guarantee of its overall condition. 

You can buy and register a vehicle without a safety, but you’ll need one before you can put licence plates on the vehicle and legally drive it on the road.  

As-is An as-is vehicle is sold in its current condition and is not certified as meeting Ontario’s minimum safety standards as part of the sale. 

It may need minor or substantial repairs before it can be registered and driven on the road, and those costs may be the buyer’s responsibility.  

If you don’t have the knowledge, tools or budget to deal with significant repairs, an as-is vehicle may not be right for you 

 

Terms like certified, safety, and as-is all have specific meanings.  

Understanding those meanings can help you ask better questions, compare vehicles more confidently and avoid unexpected surprises after the purchase. 

Before you sign anything, take the time to understand what you’re being told.
