The Ontario Motor Vehicle Industry Council (OMVIC) is launching a public consultation on a proposed Continuing Professional Development (CPD) fee to support the cost of delivering and maintaining its new CPD program. Input from registered dealers and salespersons is being requested as part of this process.
In its December 2021 Value-for-Money Audit Report, the Office of the Auditor General of Ontario recommended that the Ministry of Public and Business Service Delivery and Procurement (ministry) introduce mandatory continuing education for motor vehicle dealers and salespersons.
In July 2024, the ministry made regulatory amendments under the Motor Vehicle Dealers Act, 2002 to require that registrants complete continuing education that the registrar specifies prior to renewing their registration.
The CPD program will launch on April 1, 2026, and will help registrants stay current with regulations, industry trends, and consumer expectations. We are committed to strengthening professionalism and supporting regulatory compliance in the industry. By introducing CPD, we aim to enhance consumer confidence in buying from registered dealers and salespersons.
The OMVIC Board of Directors (board) has the authority to set new fees if it does so in accordance with the process and criteria set out in the Administrative Agreement between OMVIC and the Minister of Public and Business Service Delivery and Procurement (Minister). While OMVIC’s transaction and registration fees are its primary source of operating revenue, the proposed CPD fee is different. It has been designed specifically to recover the costs of delivering and administering the CPD program without diverting funds from OMVIC’s operating budget.
OMVIC is proposing a new CPD fee of $99, effective April 1, 2026. The fee would be payable up to 90 days before a registrant’s renewal date. Registrants must complete CPD before renewing their registration, annually for dealers and every two years for salespersons.
Dealers and salespersons will complete between four and six hours of online, self-paced learning content in each CPD cycle. Across the first two cycles, the program will cover key areas such as applying the law, financial responsibilities, ethics and professionalism, advertising standards, disclosure obligations, and an in-depth review of OMVIC and its role. Content will be tailored to each registration class to ensure it is relevant and practical.
OMVIC’s CPD program includes in-house courses, developed and delivered directly by OMVIC through its online learning portal. A proposed fee of $99 for this amount of content compares favourably to other regulated professions in Ontario.
The CPD program supports OMVIC’s mandate to protect consumers and maintain a fair, informed, and professional marketplace for motor vehicle sales in Ontario. Specifically, it aims to:

Note: The CPD Fee is separate from the renewal fee and is payable upon enrolment in the CPD course(s), up to 90 days before the registrant’s renewal date.
The $99 CPD fee applies to OMVIC’s in-house courses. Grandfathered registrants, however, must complete the MVDA Key Elements course through Georgian College during their first renewal cycle after the launch of the program. They will be subject to the fee charged by Georgian College for that course and will not be required to pay OMVIC’s CPD fee at that time. Beginning with their next renewal cycle, all registrants, including those previously grandfathered, will be required to complete OMVIC’s in-house CPD courses and pay the associated $99 CPD fee.
OMVIC’s administrative agreement with the ministry provides the OMVIC board the authority to set and collect fees if it does so in accordance with the process and criteria set out in the Administrative Agreement between OMVIC and the Minister.
Where the OMVIC board proposes a new fee, OMVIC must first conduct a Fee Review Analysis and provide the minister with 45 days’ advance written notice. After this period, OMVIC must hold a 30-day public consultation, followed by at least 60 days’ written notice to registrants and the ministry before the fee takes effect.
On June 12, 2025, the OMVIC board approved the CPD fee proposal, effective April 1, 2026, and submitted the Fee Review Analysis to the ministry to satisfy the 45-day requirement.

OMVIC will review all feedback and present a final recommendation to the OMVIC board by November 12, 2025. The final decision and implementation details will be communicated to registrants and stakeholders in early 2026.

The CPD program is the first of its kind for Ontario’s motor vehicle sales industry. Its delivery and maintenance require dedicated staffing, ongoing content development, licensing of a learning management system (LMS), and other ongoing costs. The fee has been designed specifically to recover the costs of delivering and administering the CPD program without diverting funds from OMVIC’s other core functions such as inspections, investigations, and consumer education.
Because completing CPD is a mandatory requirement for renewing your registration on or after July 1, 2026, the CPD fee must be paid before you can access the program. The only exception is for grandfathered registrants in their first renewal cycle after the launch of the program, as they will instead be required to pay for and complete the MVDA Key Elements course through Georgian College.
Grandfathered registrants are not required to pay the CPD fee in their first renewal cycle after the launch of the program because they will instead be required to pay for and complete the MVDA Key Elements course through Georgian College. In subsequent renewal cycles, they will be required to pay the CPD fee like all other registrants.
The $99 CPD fee is based on a cost-recovery model. OMVIC reviewed projected expenses for delivering and maintaining the program, including technology, ongoing content creation, staffing, and support, to set the fee to cover these costs without generating surplus revenue.
Dealers will pay the CPD fee annually. Salespersons will pay the fee every two years, in alignment with their renewal cycle.
The fee is payable upon enrolment in the CPD course(s), up to 90 days before your renewal date and is processed through OMVIC’s online portal.
The CPD fee must be paid separately through OMVIC’s online portal before you can access the program. Because you must complete CPD before renewing your registration, the fee is payable in advance to allow time to complete the training and pass the assessment before your renewal date.
The CPD fee is required for all registrants with renewal dates on or after July 1, 2026, regardless of whether the renewal is late. Late renewal fees would apply separately.
If you have already paid the CPD fee for your current cycle, you will not have to pay it again during the same cycle, regardless of the changes made to your registration.
OMVIC does not currently anticipate changing the CPD fee amount over the next four years. However, if circumstances required a change, any increase would require OMVIC to follow the process and criteria set out in the Administrative Agreement between OMVIC and the Minister.
OMVIC is reviewing the applicable tax requirements for the CPD fee. More information will be provided before the program launches in 2026.
Once program access is granted, the fee is generally non-refundable.
The CPD fee is charged and payable by each registrant, individually.
