Join us for the 2025 Annual Meeting of the Ontario Motor Vehicle Industry Council (OMVIC) on Thursday, June 12, 2025, at 2:30 pm.

This hybrid event will be held in person at the Novotel Toronto North York, Gibson Ballroom, 3 Park Home Avenue, Toronto, Ontario and online, providing flexibility for attendees. 

Key agenda items will include a comprehensive review of the previous year, a presentation of the audited financial statements for the year ended December 31, 2024, and the election of directors.

All OMVIC Registrants (Dealer Members and Registered Salespersons) and the general public are welcome to attend this year’s Annual Meeting. However, pre-registration is required before the meeting by clicking the link below.

Welcome and Call to Order

Stephen Crawford was elected as the Member for Provincial Parliament (MPP) for Oakville in 2018, in 2022, and again in 2025. 

On March 19, 2025, he was appointed as Ontario’s Minister of Public and Business Service Delivery and Procurement, overseeing the delivery of vital programs and services through ServiceOntario, the implementation of consumer protection laws in the province, and the development of public policy around cyber security as well as groundbreaking technologies like AI. He also manages public sector procurement and supply chain operations, ensuring ministries, hospitals, school boards, provincial agencies and more, have access to high-quality, timely, reliable products that are also cost-effective. Prior to his latest appointment, he served as Ontario’s Associate Minister of Mines and as Parliamentary Assistant to the Ministers of Finance, Energy, and Infrastructure.

Before entering public service, Stephen served in senior leadership and executive roles in the financial and investment industry over the past 20 years. As a senior executive and senior equity partner at Acuity Funds Ltd, he was instrumental in growing the firm to almost $10 billion in managed assets and was acquired by AGF Management Ltd. in 2011. After Acuity, Stephen became a senior executive and helped transition and build O’Leary Funds LP before it was purchased by Canoe Financial in 2016. 

Stephen is very engaged in the Oakville community. He is a member of the Oakville Chamber of Commerce, 100 Guys Who Care-Oakville, and the Royal Canadian Military Institute. He is also a vocal supporter of Plan Canada’s “Because I am a Girl” campaign, which focuses on empowering young girls’ rights to education, and heath-care globally. He was presented with the Keys to the Town of Oakville twice. In 2019, for his work to keep Oakville a distinct town during the provincial amalgamation assessment. Again in 2021, for his role in saving the Glen Abbey Golf Course.  

Stephen attended the University of Western Ontario to study Political Science, and then went to University of Toronto for Business. After university he then went on to earn his Canadian Investment Manager (CIM) designation. 

Stephen resides in Oakville, Ontario, where he lives with his wife Najia. Stephen is blessed to be the father of two sets of identical twin girls.

Patricia Perkins has over 30 years of political and governance experience. Patricia served as a Durham Regional Councillor for 18 years, including eight years as Mayor of Whitby. She was actively involved in Public Health and Social Services as a member, Vice-Chair and then Chair of the Health and Social Services Committee, dealing with challenging issues such as SARS, downloading of Social Housing and downloading of Paramedic services. Patricia was a member of the Strategic Planning Committee for the Region of Durham and produced and implemented the Region’s first Community Strategic Plan. 

Following her municipal career, Patricia was elected as a Member of Parliament for the riding of Whitby/Oshawa. Before being elected, Patricia had extensive municipal experience in the Finance Department of the (then) City of Scarborough.  

Patricia has been a member of the Board of Directors of the Whitby Hydro Corporation, Durham Region Non-Profit Housing Corporation, Central Lake Ontario Conservation Authority (Chair), Durham Children’s Aid Society and the Charles H. Best Diabetes Centre for Children and Youth (Chair).  

Residing in Whitby, Patricia is a Rotarian with the Rotary Club of Whitby and is a Paul Harris Fellow. She is a proud recipient of the Queen’s Diamond Jubilee medal.

Maureen Harquail is the chief executive officer and registrar of the Ontario Motor Vehicle Industry Council (OMVIC). She has served as a leading strategic and legal adviser in regulated environments for over 20 years.

She is admitted to practice law in Ontario, Alberta, England and Wales. Before joining OMVIC, she was the director, AML/ATF (anti-money laundering/anti-terrorist financing) Policy with CIBC. Maureen spent 10 years as general counsel and chief administrative officer with the Ontario Racing Commission and has also served as a federal environmental and regulatory prosecutor with the federal Department of Justice. Maureen completed military training at HMCS York and served a number of years in the Naval Reserve at HMCS York & HMCS Carleton. 

Maureen also volunteers on several boards, including the Metro Toronto Convention Centre, the University of Toronto Governing Council and the Canadian Foundation for Physically Disabled Persons. 

She is a graduate of the University of Toronto (Honours Bachelor of Arts, Political Science), the University of Wales, Cardiff Law School in the United Kingdom (Honours Bachelor of Laws) and Queen’s University (Master of Public Administration). Maureen recently completed her ICD.D. designation through the Institute of Corporate Directors and the Rotman School of Management. In 2023, she received the King’s Counsel designation and in 2025, was awarded the King Charles III Coronation Medal.  

Background: OMVIC is governed by a nine-member board of directors, made up of three members elected from the motor vehicle sales industry, three from the general public, and three appointed by the Minister of Public and Business Service Delivery and Procurement. 

At the 2025 Annual Meeting, there will be one vacancy for an Industry Director and one for a Public Director. 

Dealer Members will elect one individual from the following slate of industry candidates to serve as an Industry Director on the Board of Directors for a three-year term. Dealer Members are encouraged to review the candidate profiles before the Annual Meeting.

The Board of Directors will present one (1) candidate, Glen Padassery, to serve as a Public Director on the Board of Directors for a three-year term. Following OMVIC By-Law No. 1, the Chair of the Annual Meeting will cast a single ballot to elect this candidate.

Sohail Ahmed, Chair of the Audit, Finance and Risk Committee of the OMVIC Board of Directors, will present the 2024 Audited Financial Statements at the Annual Meeting.

Background: This motion is to appoint the auditors for the 2025 fiscal year audit. OMVIC’s By-Law No. 1 requires that members appoint an independent auditor and authorize the Board of Directors to fix the auditor’s remuneration at each Annual Meeting. 

The Board of Directors recommends the appointment of Hogg, Shain & Sheck.  

Motion: Be it resolved that Hogg, Shain & Sheck be appointed as OMVIC’s auditors and that the Board of Directors be authorized to set the auditor’s remuneration. 

Patricia Perkins, Chair of the OMVIC Board of Directors, will announce the election results.
