Who is OMVIC?

OMVIC (Ontario Motor Vehicle Industry Council) is Ontario’s vehicle sales regulator. OMVIC enforces the Motor Vehicle Dealers Act and other consumer protection statutes for the Ministry of Public and Business Service Delivery. OMVIC’s mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism and ensuring fair, honest and open competition for registered motor vehicle dealers. This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Responsibilities:

  • Review, evaluate and approve dealership applications in accordance with the MVDA.
  • Responsible for time sensitive processing of new dealer applications, including review of asset purchase agreement and dealer sales & service agreement with a manufacturer.
  • Train new incoming Senior Registration Officers.
  • Ensure applications and supporting documents are accurately recorded in the registration system.
  • Track and monitor status of multiple applications as they advance through the registration process.
  • Performs research, background checks and conduct analysis, in order to assess an applicant’s suitability for registration.
  • Liaise with other OMVIC departments and external agencies to obtain and verify information and documentation.
  • Conduct interviews with dealer applicants, consumers and/or dealers related to the conduct of an applicant.
  • Perform follow-up regarding missing information or conduct which may result in a refusal or revocation of registration.
  • Escalate and prepare applications that require review, for Regulatory Action Committee review, with written recommendations.
  • Prepare proposed Terms and Conditions of registration.
  • Communicate current and accurate information regarding policies, procedures, and services to applicants.
  • Testify as a witness at the License Appeal Tribunal (LAT) and Provincial Offences court, as needed.
  • Develop and maintain an in-depth knowledge of regulatory policies and guidelines as it relates to registration, with full knowledge of the Act and Regulations, including Code of Ethics.
  • Act as an agent of conflict resolution, and objection handling.
  • Analyze and resolve applicant/registrant needs, offering appropriate options, guidance, and resolutions, in accordance with the MVDA.
  • Perform other duties as required.

Qualifications:

  • Post-secondary education or a combination of education and relevant work experience.
  • A minimum of 2 years of relevant experience is preferred.
  • Superior client service skills with the ability to remain patient and helpful under pressure.
  • Ability to analyze and interpret the needs of stakeholders and offer the appropriate options and solutions.
  • Ability to read and understand financial documents is an asset.
  • Ability to respond quickly in a fast-paced environment while maintaining a keen attention to detail.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Superior time management and organizational skills with the ability to prioritize competing priorities.
  • Strong work ethic and positive team attitude.
  • Possess exceptional tact, integrity, judgment and discretion.
  • Strong troubleshooting and research skills.
  • Proficiency with Microsoft Outlook and Word.
  • Bilingual (English/French) is an asset.
