OMVIC is currently searching for a Business Analyst position (1-year contract) for the Toronto-based corporate office.
Who is OMVIC?
OMVIC (Ontario Motor Vehicle Industry Council) is Ontario’s vehicle sales regulator. OMVIC enforces the Motor Vehicle Dealers Act and other consumer protection statutes for the Ministry of Public and Business Service Delivery and Procurement. OMVIC’s mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism, and ensuring fair, honest, and open competition for registered motor vehicle dealers. This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Position Summary:
The Business Analyst is responsible for a full range of activities which ensure the operational effectiveness and excellence of OMVIC. In consultation with internal staff and external consultants the Business Analyst designs and documents workflows and make appropriate recommendations that will positively impact operational effectiveness.
Responsibilities:
- Partner with business units to understand and analyze requirements; collect, review, and manage business, user, and system needs to create clear, concise user stories.
- Bridge business and technology by aligning functional and non-functional requirements (e.g., quality attributes, scalability, interfaces, constraints), and communicate them using models like gap analysis, use cases, and prototypes.
- Create, refine, and maintain functional requirements, user stories, use cases, process flows, and test cases to support development, stakeholder needs, and UAT (including smoke testing, validation, and business approvals).
- Provide project management support using standard tools and techniques, ensuring adherence to budget and deadlines, and oversee system implementation.
- Collaborate with developers and end users to ensure technical compatibility, user satisfaction, and successful adoption through user manuals and training.
- Contribute to team collaboration through information-sharing, stay current with technical and industry developments.
- Perform other duties as assigned.
Qualifications:
- Post-secondary education in business and computer science (or equivalent), with 3+ years’ experience in a similar role.
- Strong knowledge of project/software development methodologies, SLAs, and customer service standards.
- Excellent communication, business analysis, and leadership skills, including requirements gathering, user story documentation, and test script execution.
- Experience with reporting tools, end-user training, and user support documentation.
- Independent and team-oriented; self-motivated, open to feedback, and proactive.
- CBAP/IIBA credentials and Microsoft D365 CRM experience are assets.
