Updates to Registration and Transaction Fees – Effective September 2025

After thorough review and extensive consultation with stakeholders, OMVIC is implementing the following fee increases:

Rationale

As Ontario’s regulator for motor vehicle sales, OMVIC is responsible for protecting consumers and promoting professionalism among registrants. With oversight of more than 8,000 dealers and roughly 30,000 salespeople, OMVIC works to ensure a fair and informed vehicle sales marketplace.

OMVIC is primarily funded through fees collected from registrations, applications, renewals, and transactions. As operational costs continue to rise, maintaining effectiveness requires additional financial support. The fee increases, effective September 1, 2025, will help ensure OMVIC has the necessary tools, resources, and processes to carry out its consumer protection mandate.

Details

Application Fees

  • Applications received on or before August 31, 2025, will follow OMVIC’s current fee structure.
  • Applications received on or after September 1, 2025, will be subject to the new fees listed above.

Renewal Fees

  • Renewal fees are based on the renewal date shown on a dealer’s or salesperson’s certificate.

Transaction Fee

  • Effective September 1, 2025, dealers must collect $22.00 for every retail sale, lease, and fleet vehicle transaction.
  • Transaction fees will continue to be remitted annually at the time of the dealer’s renewal.

At renewal, dealers must remit transaction fees as follows:

  • $12.50 per retail bill of sale entered into on or before August 31, 2025.
  • $22.00 per retail bill of sale entered into on or after September 1, 2025.

Dealers are required to update their bill of sale formats and system settings to reflect the new transaction fee structure by September 1, 2025.

Transaction Fee Exemptions:

  • Selling or leasing a vehicle directly to another registered dealer.
  • Selling a vehicle to a bona fide lessee during or at the end of their lease term (note: the transaction fee is applicable at the inception of the lease). Also, if a lessee chooses to re-lease the same vehicle as a way of financing the lease buy out, this second lease would not be subject to the transaction fee.
  • Transactions involving buses or commercial vehicles as defined by the Highway Traffic Act unless the customer is an individual obtaining it for personal or family use.
